I have two suggestions:
1 Talk to the notaire who handled your purchase. They are well versed in such matters and usually don't charge for duties such as this.
2 Visit your local tax office next time you're over and ask them for advice. The one for Montmorillon is at 7 avenue de l'Europe (details here). In the first instance just pop in and see them. They may be able to deal with your query there and then or may need to make a further appointment.
One tip - whatever your level of French, try to make your initial requests in French. They do have staff who speak English but tend to hide them away until they know that you're making the effort to engage.
