If it were me, Is go back to the notaire who handled the transaction and ask him to check how the individual parcels are registered. If they are separate and each has its own water supply them I suspect you will get two bills.
However, if there is some way to bind the parcels together in legal terms then you may be able to get rid of that second bill. But don't rely on what I say - I'm just a citoyen with access toa computer - go and see your notaire!
