Technically you could probably come to France now as house-owners with a titre de sejour.
Travelling in a private car via the Channel Tunnel and buying fuel using pay-at-pump means the journey itself is very safe.
Although France, in general, is a Covid disaster area, the big conurbations are having the worst of it. Nouvelle-Aquitaine is getting off pretty likely and nearly all of the people I have seen when doing my weekly shop in Montmorillon seem to adhere to the distancing/mask-wearing guidelines.
But when will travel from the UK to France be routine? Who knows?
The best guess I've read in French papers is possibly as early as July, possibly as late as October. Frankly, I don;t think anyone has a clue...
