Agree with Brian, they do have some that will try English if you get stuck trying your French but they are not keen. I don't think there is a dedicated English speaking line, though they do have one a day a year for Brits if my memory serves me well around tax deceleration time.
You could do what I done and set up an account at: impots.gouv.fr/portail
Click "Votre Espace Particulier" from there you can create an account. *I use "FronceConnect" you can use that on a lot of official sites.
Once you have an account go to Tableau de bord > Messagerie sécurisée there you can send a message by clicking "Ecrire" and choosing a category.
I got a refund by using that and it works well. *Just use Google translate for your question and to read their answer.
