Ok after a bit of research and a visit to the sous préfecture at Montmorillon I have found out what you need to do.
#1 You need to go to this website https://86.accueil-etrangers.gouv.fr/ and look at the section "Demande de titre de séjour"
#2 Then you need to follow the questions to find out what you need to make up your dossier.
#3 Once you have your photocopies and originals you then need to make an appointment at the sous préfecture in Montmorillon.
#4 They will run through it with you and take finger prints, if all is well they will send it off to Poitiers and let you know when your card has arrived at Montmorillon.

There is no obligation for UK citizens to have one as we are still in the EU, but some are saying it will make it easier to apply after Brexit. However there are some saying that it is a pointless exercise as we still don't know what will happen after Brexit and what we will be applying for.
At Chez Fred we have decided to go with the latter and not bother going for the Carte de Séjour before Brexit. I can see come the day after Brexit that the sous préfecture will say it's all a different system now and you have to go through a whole new process as your Carte de Séjour no longer applies to UK citizens.
Some of you may still think it is worth going for, so go to the website above and build you dossier. Once you have everything in place make an appointment at the sous préfecture, and they will go through it with you. *Don't bother turning up without your dossier as they will just point you to the website.
At the end of the day you still have to make your own decision as there is nothing written in stone on what we will need after Brexit.
