Well it may be worth having another look at https://www.ameli.fr/ I thought everyone that lived here could get a Carte Vitale.

I get 100% for having a long term illness and myself and Mrs Fred also get 100% because she is on a low income.
We both get no bills or have to pay for anything upfront. Including:
GP.
Prescriptions.
Dentist.
Optician.
Hearing.
Nurse visits to our house.
Blood tests.
Hospital appointments or stay.
Ambulance.
In fact everything to do with our health.
I would recommend anyone living here to ask, you have nothing to loose and like I said I thought all residents got a Cart Vitale anyway which gives you around 70% discount respective of your income.
Probably easier to go in person, but I'm not sure where the nearest one is in Montmorilon now. I think it moved or you may have to go to Poitiers.
I can't thank the health system enough here. They even gave my Dad another 4 years of life after he came to live with us after the UK saying he had only a couple of months to live.
