The Lady in the Montmorillon sous-préfecture is very helpful.

Boulevard de Strasbourg  8h 30 à 17h30 du lundi au jeudi. Fermeture à 15h30 le vendredi

I am off to the sous prefecture in the morning, so I expect they will sort it out for me. Thanks very much for the reply.
